
Garda Cartiere's production site, as envisaged by the municipality zoning, falls within two noise zones:
- zone V for the part to the west of Via Padova;
- zone IV for the remaining part to the east.
The areas of interest next to the factory have been classified as:
- zone IV, that on the boundary line;
- zone III, that next to it.

Over the years, the company has conducted a number of noise impact assessments in compliance with Law 447/95 and has implemented, where necessary, the appropriate actions in order to comply with the limits set in the D.P.C.M. of 1 March 1991. In 1999, Garda Cartiere presented an action plan to the relevant authorities for attenuating the noise coming from its operations.
Due to the complexity and heavy economic outlay of this plan, it was to cover a five year period, and was revised during 2002-2003 to make adjustments for the new noise zoning issued by the Riva del Garda municipality, far more restrictive than the D.P.C.M. of 1 March 1991.
As presented in November 2002 at the time of applying for the IPPC, the plan takes into account the absolute input and output limits, and was completed in March 2005.
At the end of all the work included in the plan, a phonometric survey was conducted during the day and at night in the territory surrounding the factory, carried out by an expert technician (as per Article 2, Law no. 447/95). This analysis confirmed that the absolute input and output limits were being complied with, and that the goals set had been achieved.
